Secure By Design Designing out crime and designing in community safety is a recognised measure that police Architectural Liaison Officers can facilitate in partnership with Torbay Council and local architects. All planning applications submitted to Torbay Council planning office are reviewed and the applicants advised as to specific design measures they should consider to address security.
