As part of the prevention work done by Safer Communities Torbay, we will look to identify certain trends and then take a direct approach to tackling the problem. By working with other agencies we are able to analyse our data and target our efforts on certain issues or areas, depending on need.
It has become apparent that persistent street begging, which is a criminal offence, is a problem facing the Bay. Street begging occurs in the town centres across Torbay and is viewed as a nuisance by many. It brings a number of associated problems with it including intimidation , drunkenness and public drug dealing. It can centre around particular locations and retailers and have a negative impact upon residents and visitors alike.
Safer Communities Torbay is working with other agencies to tackle this problem. It is recognised that those who are street begging may need help and support to stop them street begging. So as a part of this project we will look to help street beggars into support services. However, should they continue to beg, then we will seek an ASBO against them to prevent futher street begging.
We aim to send out a clear message that street begging is not acceptable in Torbay. Anyone who is approached or sees street begging should report it to the police 0845 777 444. Persisent street beggars should not be confused with Big Issue sellers who recieve high visibility jackets to enable easy identification.
